Abstract:

This research project aims to analyze the features of the population movements to contemporary work, considering the construction sector, where the intake of foreign workers is a key factor. In particular, through a comparative approach the project will study the different experiences of Ukrainian and Moldovan workers in Italy and in Russia. As a matter of fact, unlike other Eastern European countries, the Republic of Moldova and Ukraine are crossed by strong tensions due to international mobility of migrant workers towards Russia and European countries. The aim is to analyze the working activities with a low technological intensity and to highlight how they can be compared with other types of activities within the countries and at international level.
The general hypothesis supporting this research is that working conditions, considering the harmfulness, the work-loads and the danger exposure are producing a high turnover among workers. Given these conditions the labor demand needs the enlargement of the catchment area of labor-recruitment of workers.
In order to study the enlargement of labor-recruitment one will analyze the role of social actors: employment international agencies, actors dealing with the recruitment of teams of workers, public services dealing with the workers’ intermediation.
The research aims to deepen these aspects in comparative terms, in order to highlight the transformations that are occurring among migrants who have similar family and social backgrounds.
A first part of the research will involve the native areas of migrant people, the Republic of Moldova and Ukraine, in order to make inquires about their background in terms of family, social and working conditions, and to verify the reasons these migrants are addressed to eastern or to western countries.
The research will focus on the study of some construction sites situated in Russia (Saint Petersburg and Moscow), and in Italy (Milan and Padua).
The specific objects of this project are:
1) The analysis of the scientific literature on the migrations coming from Ukraine and from the Republic of Moldova and on the construction sector in Italy and in Russia as well;
2) The survey of: the labor market, the labor contracts and the working conditions in the construction sector in these different countries. The research will stress the attention to the analysis of the work-pace, the labor relations, the frequency and the types of the industrial accidents, the wage levels, the undeclared work and the levels of the labor conflicts. The aim is also to analyze some types of working activities through a paradigm focused on the idea of the immobilized worker, far from the representation of free wageworker;
3) The analysis of the role played by the recruitment agencies, by other actors in managing the labor force recruitment and the intermediation of workers in the construction sites of the Russian and of the Italian cities;
4) The reconstruction of the profiles of Ukrainian and Moldovan workers employed in Russia and in Italy, considering the country of arriving, the age, the education, the career paths, the previous migrant experiences and the availability of social networks.

Regarding the methodology, this research project plans to interweave different approaches. On one hand there will be a literature search and the analysis of statistics and other records, on the other hand it will be employed an ethnographic observation, some in-depth and semi-structured interviews. The results of each research will be inserted in two preliminary reports that will be discussed after the first year of the research project. The two final reports will be presented and discussed at the end of the research project at an international seminar, in order to synthesize the research produced and to propose other researches that will arrange to deepen the comparison of the migration mobility in Russia and in some countries of European Union.

Obiettivi: L’obiettivo del presente progetto di ricerca è quello di analizzare, attraverso un approccio comparativo, il legame tra elevati livelli di turnover lavorativo e flussi migratori internazionali. Al contempo la ricerca mira ad analizzare le condizioni di vita e di lavoro nel paese di origine e di destinazione e a ricostruire le cause che producono l’emigrazione verso destinazioni diverse (Italia e Russia), ma nel medesimo settore produttivo, di lavoratori migranti provenienti da medesimi paesi (Moldavia e Ucraina). Un ulteriore motivo di interesse è l’analisi di processi che interessano il settore delle costruzioni, centrale nell’attuale fase economica, nel quale è ampio il ricorso a lavoro immigrato. Gli obiettivi saranno perseguiti intrecciando diversi approcci e percorsi di ricerca quali: 1) l’approccio comparativo: esso mira ad analizzare la mobilità lavorativa relativa ai flussi di lavoro che procedono in direzioni opposte e le condizioni di lavoro nel settore delle costruzioni, uno dei settori economicamente più rilevanti a livello internazionale; 2) lo studio della relazione esistente tra l’elevato turnover di forza lavoro e la strutturazione dei processi migratori: l’approfondimento di questa relazione offre la possibilità di indagare i flussi della mobilità internazionale della forza lavoro in termini innovativi, poiché considera le caratteristiche della domanda e dell’offerta di lavoro, nel paese di origine e in quello di destinazione; 3) l’analisi delle forme di reclutamento internazionale: ci si propone di indagare le caratteristiche delle agenzie di reclutamento private e pubbliche e delle reti informali nello svolgimento dell’intermediazione tra domanda e offerta di lavoro su base internazionale; 4) lo studio dei processi migratori: la ricostruzione delle biografie soggettive e dei flussi migratori offre la possibilità di indagare la relazione esistente tra lo spazio individuale quello collettivo nel processo di strutturazione del progetto migratorio; 5) l’approccio diacronico: esso permette la rilettura del processo migratorio alla luce delle caratteristiche storiche, politiche e sociali dei paesi di origine. Gli obiettivi del presente progetto di ricerca si articolano quindi nelle seguenti fasi: Fase 1 – Analisi della letteratura scientifica sul fenomeno della migrazione dall’Ucraina e dalla Moldavia, con particolare riferimento all’orientamento dei flussi e ai settori produttivi e di servizio, verso i quali si sviluppa la maggiore attrazione da parte della forza lavoro migrante ucraina e moldova. A questa prima analisi seguirà l’analisi delle condizioni di lavoro nel settore delle costruzioni in Italia e in Russia e i suoi cambiamenti nell’arco temporale dell’ultima decade. Si analizzeranno, inoltre, i rispettivi mercati immobiliari e le caratteristiche dell’ incrocio tra la domanda e l’offerta abitativa. Fase 2 – Analisi del mercato del lavoro in Italia e Russia, con particolare riferimento al settore delle costruzioni: si prenderanno in esame i regimi contrattuali vigenti, i livelli di inquadramento e le retribuzioni. La mobilità fisica della forza lavoro, costretta a lavorare in itinere, e la discontinuità dell’attività lavorativa, costituiranno degli elementi di ulteriore analisi, per verificare l’estensione delle coperture contributive e assistenziali nel caso di sospensione dell’attività lavorativa. L’analisi delle condizioni di lavoro sarà valutata alla luce dell’approfondimento dell’intensità e dell’estensione della prestazione lavorativa. Fase 3 – Ricostruzione dei profili sociali dei lavoratori ucraini e moldavi in Russia e in Italia: si opererà la ricostruzione delle caratteristiche dei lavoratori edili sulla base del luogo di provenienza, dell’età anagrafica, del percorso formativo e professionale. Si analizzeranno, inoltre, i profili migratori, attraverso la ricostruzione delle esperienze lavorative maturate prima dell’arrivo in Italia e in Russia. Fase 4 - Analisi del ruolo svolto dalle agenzie di reclutamento o da altri attori nella gestione della forza lavoro: si procederà a approfondire il ruolo che agenzie di reclutamento, procacciatori delle squadre di lavoro, enti pubblici e reti sociali di sostegno hanno nell’avviamento al lavoro dei lavoratori migranti nel settore edile delle due città indagate. In particolare si analizzeranno: la presenza sul territorio e la relazione con le reti informali e le associazioni degli immigrati, le modalità di intermediazione e il livello di specializzazione. Fase 5 - Analisi degli effetti del regime di sub-appalto nelle condizioni materiali di vita e di lavoro dei lavoratori occupati nelle imprese sub-appaltanti: si opererà una rilettura teorica delle implicazioni del sub-appalto e delle forme di reclutamento nella regolazione del rapporto di lavoro al fine di sottoporre a critica il paradigma del lavoratore formalmente libero e salariato. A) RISULTATI PREVISTI ALLA FINE DEL PRIMO ANNO: Al termine del primo anno di ricerca si prevede la stesura di due distinti rapporti di ricerca, nei quali si analizzeranno i risultati raggiunti in relazione allo svolgimento delle prime due fasi (punti 1-2) della ricerca. Ci si attende di raccogliere dati e informazioni importanti per la spiegazione della direzione dei flussi migratori e delle trasformazioni dei sistemi di occupazione. La scelta di operare l’indagine nei paesi di origine e in quelli di destinazione è tesa alla ricostruzione di un quadro complessivo di analisi dei flussi migratori per motivi di lavoro, riconducibile all’esigenza di spiegare il fenomeno migratorio con riguardo sia alle caratteristiche e alle motivazioni della forza lavoro sia alla struttura della domanda di lavoro nei paesi di destinazione. Un ulteriore risultato previsto è la produzione di un’analisi del mercato del lavoro e delle condizioni in cui la manodopera è occupata nel settore delle costruzioni in Italia e in Russia con particolare attenzione alle esperienze dei lavoratori immigrati. B) RISULTATI PREVISTI A CONCLUSIONE DELLA RICERCA: Alla fine del secondo anno si procederà all’elaborazione di due successivi rapporti di ricerca, relativi allo svolgimento delle ultime tre fasi. Mentre lo svolgimento della fase 5 costituirà un contributo teorico allo studio degli effetti del regime del lavoro in sub-appalto, lo svolgimento delle fasi 3 e 4 mira alla ricostruzione della relazione esistente tra il processo migratorio e l’avvio al lavoro nel settore delle costruzioni. I risultati previsti sono innanzitutto la ricostruzione dei percorsi biografici dei lavoratori moldavi e ucraini, attraverso lo studio delle condizioni familiari e sociali nei paesi di origine e delle condizioni di vita e di lavoro nei paesi di destinazione. In secondo luogo ci si attende un attivo ruolo delle agenzie di intermediazione di tipo formale (agenzie di reclutamento, procacciatori di squadre di lavoro ed enti pubblici) e delle reti informali (parenti, conoscenti e associazioni degli immigrati), nella strutturazione del progetto migratorio e nel successivo collocamento lavorativo. Per quanto riguarda il punto 5 l’attenzione sarà posta alla specificità del settore edile perché a differenza di altri settori di produzione e di servizio, esso richiede che la forza lavoro sia disponibile al trasferimento nel luogo di lavoro in via itinerante poiché è la produzione a non poter essere separata dal territorio. L’opposizione tra sradicamento della forza lavoro e radicamento della merce prodotta costituisce l’aspetto di maggior rilevanza scientifica, specie per la stretta relazione esistente tra la domanda di lavoro su base nazionale e le reti internazionali di divisione del lavoro. La discussione dei rapporti di ricerca in un seminario internazionale costituirà il momento di valutazione conclusivo al termine dei due anni dall’avvio del progetto e di ulteriore approfondimento di temi e dinamiche che abbiano per oggetto la comparazione delle migrazioni a livello internazionale. Infine, uno degli obiettivi del presente progetto è la creazione di una rete di ricercatori che, grazie anche a futuri finanziamenti, collabori a medio termine su due livelli: da un lato, la raccolta di informazioni sui processi migratori che coinvolgono i paesi dell’Unione europea e i paesi immediatamente a est, quali l’Ucraina, la Moldavia, la Russia e la Bielorussia; dall’altro lato, lo sviluppo di analisi che sappiano fornire nuove spiegazioni sulle trasformazioni del lavoro che stanno avvenendo all’interno di questi stessi paesi.

Piano delle attività: This research project aims to analyze the characteristics of the relationship between some flows of population to contemporary work, by focusing on the construction sector, where the employ of foreign workers is crucial. The choice of this sector is due to the presence of high intensity of manual labour, the ease of access and the spread presence of fixed-term labour contracts. By a comparative approach, the survey wants to deepen the different experiences of migrant workers employed in this sector. The countries of origin of migrant people chosen for this research project are the Republic of Moldova and Ukraine. At present time the Republic of Moldova counts 4,3 millions of inhabitants, for the most part they belong to the Orthodox Christian religion, with a prevailing agricultural economy. 620 of these inhabitants live in the self proclaimed Moldova’s Republic of Transnistria, the “Pridnestrovskaja Moldavskaja Respublika”, where Moldovan public authorities have not any political control. Ukraine counts almost 47 millions of inhabitants; for the most part they belong to the Orthodox Christian religion, with a minority of Catholics. Both these countries are characterized by the common subjection, initially to the Russian Empire, then to the Soviet Union. Nevertheless, these countries have played a different role within the same area of influence and then they have developed a different economic and social structure. The peculiar geographic position, situated in the middle of Russia and European Union, has produced a migratory flow of work force going to twice directions: to Russia, with reference to the construction sites involved in the building of the great works in the cities of Moscow and Saint Petersburg, and to some countries of European Union, such as Italy and Portugal, where the labour demand is stimulated by several processes of exploitation of the land. The trend of labour flows to Italy and to Russia is made easier by the recruitment agencies, agents hiring teams work, public institutions, support networks that are involved in the intermediation of workforce or the aid in the country of origin and in that one of destination. The fragmentation of working process and the discontinuity of working activity increase the employ of these forms of workforce recruitment that often act with a partial or a total administrative and contractual irregularity. The specificity of the construction sector is due to several aspects: firstly, it needs a high employ of manual labour, secondly, it can be easily divided and the working activity can be dismantled in several phases that can be outsourced to sub-contracting firms. This sector is highly interested to the floating of the expenditure, in terms of private investments but also referring to the availability of public funds to be addressed to the housing building and to the infrastructure construction. The features of this sector represent an attraction for migrant workforce at international level, since they allow the activation of short term migratory projects that can be modified by following subjective aims, produced by the impact with the living and working conditions in the destination countries. The working conditions have specific and interesting features, for the combination of different elements: the discontinuity of the employment, due to the interventions that can be done during the execution of the works that can suspend or block the working activity; the discontinuity of the working activity, mostly due to the climate events that slows down the work pace; the working place, exposed to the inclemency of the weather, to the dangerous nature of the support structures, to the harmfulness of the materials that are often used for producing bonding materials and to the heavy load handling. The research aims to investigate the family and the social background of workers coming from the Republic of Moldova and from Ukraine and transferring to Italy and to Russia to work in the construction sector. Along these lines, the interesting scientific feature is done by the comparison between the living and the working conditions, preceding the exit from the country of origin and those ones existing in the destination country. The other aspect to study is the choice of the destination country made by the construction workers: the research aims to analyze the incidence of job turnover and the role of formal and informal networks of recruitment to promote the migrations. The research will examine the construction sector of the Italian cities of Milan and Padua and the Russian cities of Saint Petersburg and Moscow. The choice of the Italian and the Russian cities is due to their distinctive geopolitical position and to the high requirements of infrastructures and housing: Milan and Padua are, in fact, exposed to the progressive enlargement of the urban area while Saint Petersburg and Moscow are particularly interested in the programs of major public works. The field research on living and working conditions of the construction workers employed in the construction sites of the Italian and the Russian cities aims to rebuild the structuring process of the settlement in each country and the role that the informal networks have in facilitating the admission, the search of housing and the solution of conflicts. This analysis foresees a diachronic view on the dynamic of labour market in Italy and in Russia, by deepening the features that involve the construction sector. A peculiar attention will be paid to: the labour contracts and the industrial relations, the wages, the income supports provided during the interruption of the working activity, the safety measures existing in the workplace and to the unionization rates. In this way, the analysis of the types of working activities produced by the sub-contract regime it represents a primary interest. This approach, based on the causes and the effects of the labour regulation, will be associated to a field analysis on the construction sites in Italy and in Russia. The structure of the research plans the use of different methodologies and approaches. The analysis of the scientific literature on the topic and the statistics available will be followed by some of the main qualitative methods. The positioning of the research in the countries of origin (The Republic of Moldova and Ukraine) and in those ones of destination (Italy and Russia) needs the employ of an approach functional to rebuild the subjective biographies, in order to understand the social and the cultural features of the workforce involved in the migration process and a socio-economic analysis, useful to highlight the living and the working material conditions that the construction workers coming from the Republic of Moldova and Ukraine are experienced in the destination countries: the regularization papers, the beginning of the working activity, the working conditions inside the construction site, the socialization outside the workplace and the relationship that the Moldovan and Ukrainian construction workers have with the formal and the informal networks. A specific attention will be paid to the analysis of the living and the working rhythms and to the relationship existing between workers coming from areas with a high cultural homogeny. The research group aims to proceed by using in-depth interviews, semi-structured interviews and ethnographic observation. One plans to carry out 25 semi-structured interviews for each area (Ukraine and the Republic of Moldova) to privileged witnesses that for their position can provide significant elements to explain the phenomenon inquired (union officials, employer’s representatives, experts on international migration, officials of central and local offices of migration service, recruitment agents, humanitarian workers, workers dealing with the transport of people and goods). In addition, the survey will consider the countries of destination (Italy and Russia) where, for each area, one will carry out 15 semi-structured interviews to privileged witnesses and 40 in-depth interviews to Ukrainian and Moldovan migrant workers.
